Your Excellency,

I have the honour to transmit herewith

copy of a despatch which has been :ddressed to me by the Tutuh here, complaining of an alleged interference on the

art of the Canton Government in the affairs of the Hongkong

branch of the Fu Tien Bank, and I shall be obliged if you will furnish me with some information on the subject.

The Tutuh has more than once, in conversation

with me, commented on what he considers the uniisguised discrimination of the llongkong Authorities against Yunnan, since the province declared its secession from the Con- tral devarment, especially in connection with the stop page by the Censor of tale,rams to and from Yunnan; and

he has now,

probably as a measure of retaliation, prohi-

bited Consula in the province from receiving or des-pat-

ching telegrams in code or cypher. He has so far displayed

every consideration for British subjects in this province,

but should he receive proof that the llongkong Authorities

are in any way assisting hie enemies, our position here

might become very unpleasant, and even attended with danger.
